Our journey began with a mission to create the Sovereign AI Cloud @ #PopulationScale — a programmable, transparent, and federated cloud designed to serve a billion users today and the entire world tomorrow.
From Blueprint to Reality
The story of Platformbuilds started with the Open Cloud Compute (OCC) framework — a new open standard for federated, composable, and sovereign cloud infrastructure.
Built on open hardware and open source, OCC laid the foundation for what we call Digital Public Infrastructure for Compute — as transformative as UPI, but for AI and data workloads.
We are now turning this blueprint into a real platform: the Sovereign AI Cloud, a production-grade environment that unites compute, storage, networking, observability, and AI orchestration into one seamless layer.
Today, the platform offers ten core services — from Inference-as-a-Service (InfAAS) and VMaaS to DBaaS, MiradorStack observability, and SDN networking — all open, vendor-neutral, and ready to scale globally.

Founder
Shiva Kumar R V is a seasoned infrastructure and platform engineering professional with over 16+ years of experience. He is passionate about emerging security threats and innovations, last served as Deputy Chief of AI Build - Platforms at NPCI, where he ensured the availability, scalability, and security of India's major payment platforms. His expertise includes building security-aware engineering solutions, DevSecOps, and AI-powered platforms. He has held leadership roles at Grab, Razorpay, Swiggy, and other tech giants, focusing on cyber security, compliance, and scalable architectures.
Rahul Khattar
Founder
Rahul Khattar is a techno-functional professional with an MCA in Computer Sciences from University of Pune. He brings over 20+ years of experience in management consulting, cyber security, and enterprise software. His expertise includes coaching teams, go-to-market strategies, CRM, and delivering business outcomes for clients across India. He has held leadership roles at EY, Deloitte, and other prominent firms, specializing in cyber risk mitigation, AI/ML integration, and digital transformation.
